Appears to be a Struck Through Debris or Lamination on Obverse? Any thoughts? Thanks.

Is it a Lamination, or is it Struck Through Copper Foil Scrap again?

Looks like a lamination, because it is straight. But note the top of the head? I see where it is peeling off. Also note the rim areas? It also looks like it is peeling as well as on the reverse rim on 'ERICA'. So I'm leaning towards a struck through debris tather than a lamination issue. The weight should be slightly higher if that is the case?
