Above the 'ER' on AMERICA, that is called split plating. The gray color is the zinc showing through. Just spotted the same over STATES as well.

Perfect Error, I hope you find a 1999 Wide AM someday! The 1999 Wide AM is the hardest and the scarcest to find, out of all of them.
