The post that would normal form the inside of the 9 has broken off. Even the part that held the post have broken off making the area rise above the digit.

It's a type of die chip called a "broken post".

The post or center section of any device can break off anywhere up to the level of the device. It will continue to deform as a die chip which mushrooms above the normal detail.
