I am new in collecting money and just found this bill. I would like to know what type of error this would be and also if it have any considerable value.

First of all to the CCF

Hard to tell from a picture but it looks to me like something has stuck to the surface and pulled away.
You can see where the ink has pulled off exposing the polymer (oval area) and where the graphics
have been transferred to the bill (arrows).
In any case it's a spender as it wasn't done during the printing of the bill by CBNC.
