Slot machine coin. Tons were used in the Casinos in Nevada. Or it could be a coin wrapper, that happens like that too. Damaged is all...

And, of it don't have an S mintmark, it isn't silver but a clad Ike.

The coin look acid dipped. But the circle could be coin wrapper damage to the surface of the coin if it is incuse.

To CCF! It's just a damaged coin unfortunately. It's Post Strike Damage (meaning it happened after it left the U.S. Mint). It's spendable.
