Looks like part of the bays were hit with isolated polishing rounding the edge off a bit. When you remove some of the surface on the die, the coins will show a raised area on them. So it is not a bar, just a polishing die issue.

Look at the colunm 10..seem like same issue Mr. Coop. I have cleaned it already before I took a pics.

The bays are very close and probably all alttered at the same time. When looking under a scope slide in a toothpick. Then you'll have a better perspective of size of the devices on a coin.
