scratching a die would leave raised lines on the struck coin.

If this were on a variety coin, they maybe used to ID a certain die state for a known die. But by themselves on a normal coin, they are just as mentioned, die scratches.

In general, 1949-S is a date and mint noted for some serious die scratches and gouges. By 1949, it was becoming apparent that the San Francisco mint wasn't really necessary, and I think some of the mint workers just didn't care about quality. I've posted in another thread about the Mint Director's Annual Reports showing the sharp decline in the number of San Francisco mint employees from 1946 through 1949.

Three 1949-S varieties have deep die scratches in the general area of your coin's scratches. Wexler's WRPM-034 and WRPM-049 are fairly close. The 1949S-1DO-003 on coppercoins.com has scratches that are weaker, but somewhat similarly located. Take a look at those.

Can you post a clearer and higher resolution shot of the date and mm?

Thanks!

Good image! As stated, these are called Die Scratches. They polished off the dies.
