 to CCF. Not an error. It looks like a spooned coin or maybe a Dryer Coin. John1

 To the CCF No errors on that coin its PMD (Post strike damage) The marks are from circulation and as John1 stated, the raised rims are probably caused by getting stuck in a dryer and having the rims worn down. For more examples, see http://goccf.com/t/143863No extra value.

thanks guys I really appreciate it but what I've read and what I seen about errors on these coins and this one seems to have those like it's mostly on the reverse side but mostly its head downidk

PSD. (Post-Strike-Damaged) No premium for a damaged coin. Damage, dipped in acid/jewelry clearner, plated, squeezed in a vise or hammered, sanded, attaching glue to coin, soldered, heated, found outdoors, polished, painted or any other alteration. Removes value to them, even if there were a variety. A premium would be a coin with the natural finish on the coin. Any alteration to a coin is not a mint error. PSD.  Fellow Cooper.
