Cylentone, you should edit your post to show what denomination of coin your referring to. Also, the mint stopped punching mint marks by hand in 89.

Looks like split copper plating/plating disturbance doubling.

RPMs ended in 1989. If they are present on the post 1990 coins then they would be doubled dies. (which this one is not) But the two know so far are these:
1993-D-LMC-Possible-RPM?---Looks-Vivid-To-Me
Now there are 4 of them known.

It is the only DDO on the States series that does not involve the earlobe.
