We recently covered this subject. This was an issue with a master hub that was spreading out with continued use for several years. You can note how this progress on this image:

Note how the devices on LIBERTY slowly walked to the rim area? In 1983 they replaced/created a new master hub. So because the devices were so close to the edge of the design, a bit of Machine Doubling pushed the design in that direction making the rim distorted:

On this example there was also a Struck Through Grease on the reverse:

No premium for this, but the reward is knowing what happened to it. I would keep it safe for now. You might want to show it to a new collector?
