Nope, not a Doubled Die Obverse. On the mint mark, that's Spit Plate Doubling. In the motto, you have Die Deterioration, caused by striking a ton of coins and Split Plate Doubling. http://www.error-ref.com/split-plate-doubling/

to the CCF! Take a really good look at the mintmark, it looks like a deeply punched mintmark or high standing mintmark. If the center of the mintmark is higher than the fields around it, in other words if the center of the D is higher than the outsides of the D, keep it.
