If there is appreciable damages on the sides put together, by all means send it back if you can. Pix record are enough proof of damages. But I would think the coins are tight in there and not moving around, may be OK if you are going to crack it, otherwise, it is an impaired set to sell in future.

If the mint is still selling 2017 mint sets (I don't know if they are or not) I would send it back. I assume you bought it form the mint and it arrived just recently. (If you bought it on the aftermarket you can't send it to the for replacement, or if you bought it from the mint a long time ago you probably can't send it back.)
