I have a 1941 P Penny, has a weight of 2.36. Is this odd since the given weight for that period is 3.11.

It very well could be but then again circulation wear or other types of post mint damage could effect the weight of your cent. Photos of the obverse and reverse would be helpful in giving you a better explanation.

Should I try to clean it first...Had to clean off the date area to see the date.

Go ahead and post your photos first. Cleaning it would be best served after your pics are posted. If you clean it use only pure Acetone. Sometimes cleaning coins can sometimes do more harm that good if you use anything with harmful detergents.

Some of the earlier wheats are noticeably thinner because of circulation issues. They devices are almost missing on some of them.

Images would show us more of what you have.
Some cents were also altered by dipping them in acid to make them thinner and smaller around to use in soda machines to get a soda for one cent instead of a dime back when.

If you can, get pictures of your coin. There could be a lot of reasons why it's underweight.
