Outdoor find. The coin was found brown in color.

Circulation removes the brown color on the tops of devices and show them silver. The lower devices turn black until they are worn off and turn silver again. Normal coin that it circumstances changed the color. It left the mint normal. Some carry them in their pocket to watch an antiqued look show up as the change happens.

Sometimes fake coins will go through this to make them look legit.

It's Environmental Damage that caused this. Not an error. It's Post Strike Damage ( PSD).

Just noted the main question: "Is this silver?" No they were all clad from that mint. The silver ones were from San Francisco and were proof coins.

NOT ALL "S" mint coins were silver, there were both clad and silver proof sets issued for this year.
