I reckon it's corrosion due to planchet impurities. Verdi-Care might stabilize it, but it doesn't look to be active.

As for me, more ancients on the way, here's the next one: a follis of Diocletian from the mint at Treveri (Trier.)

A very common type, but I like this one. Has a planchet crack as struck and some roughness/porosity, but the areas which are smooth still have some luster.

NumisEd - those types of stain are tough to remove and usually leave behind obvious tell tale signs of it being there by changing the color, though hard to say if it would look better or worse after trying. Verdi-Care is certainly worth a shot, though I doubt it will remove it.
