What Grade Would You Give This 1964 Lincoln Proof ? And Is That A Die Chip?

Im not sure if I'm using the proper verbage, but this 1964 proof has , what looks like an extra dot of metal between the 6 and 4. Ive looked up Cuds, and die chips..Im just not sure. There are these same things on the reverse, one above the C in America and below the A in America.
Aside from that, what type of grade would you give this cent?

@RH1, it is a little hard to tell whether that is a speck of dust or a small scratch, or something else from this pic. When I blow it up it just gets too pixelated. Any chance of a close-up pic (obviously taking precautions to not touch or breath on the surface of your coin?

Just can't tell for sure, but those are odd places for scratches.

I'd like some better photos to see the area between the 6 and 4. Could be a small struck through or a die chip/die scratch. Or might be post minting damage.
Sharper pics needed.

@RH1, when you examine the coin in hand, can you tell whether these few areas are incuse or in relief? Knowing that could help us with our diagnosis.

Hi Spence, it definitely looks raised. Also when photographing the coin, you can spot it from every angle. (You know how scratches can seem to disappear from certain angles, this sticks out like a sore thumb.
