I found this 1984D while searching a box I picked up today. The mint mark looked a little off. I compared it to another and it is lower. Is this an error or what is it?

Exactly! Others will weigh in here as they notice your thread, but it sounds to me like there really isn't a premium for a non-centered mintmark unless it is truly extreme, perhaps such as actually touching one of the other design elements on the coin.

Mint marks were added to the dies after they were created. So they are added by hand until 1990 when they are added to the design from that point onward. Locations vary. So unless the mint mark is a RPM, then the coin is a spendable normal coin.
