To CCF! This isn't an error coin. This is a heavily damaged Lincoln Shield cent. It's Post Strike Damage ( PSD), meaning that this happened after it left the U.S. Mint. It's impossible for this to happen at the U.S. Mint. (It can't happen). It's worth face value, since it's just a damaged coin.
