just looks like a stain to me - just happens to be near the mintmark

@BBC, yes I agree with @TT that your coin appears to have some surface staining just to the right of the mm. From your pics, it looks like this area isn't raised above the surface of the surrounding field.

I agree with the above comments. Your Quarter also shows damage, and a bunch of scratches. It's Post Strike Damage ( PSD), and it's only worth face value.
