1993 Nickel Unknown Punch On Reverse Please Help

I just found this today it's very odd you can feel the coin and you can feel that it's punched in some way is this an error or what happened to this nickel thanks in advance.

What you see on the back of your coin is not a punch. it is some kind of a Glue substance and it should dissolve either in hot water or maybe Acetone( Acetone does not dissolve all types of Glue)
Your clue would be taking note of the devices in that area, that are all intact, sharp and undisturbed. If this was a secondary punch it would have cut into and flatten all details in the building and the devices around it.
