I thought I saw somewhere a couple months ago that this is a real error of some sort. Anyone know what I might be thinking of? It is raised and seems a bit much for a die gouge. Thanks.

I think that may be the results of a die clash.
All those vertical (12-6) raised lines tell me the reverse die was polished probably to remove the results of a die clash.
The raised line through PLURIBUS would be from the base of Lincoln's bust and didn't get removed.
