Hi I wondered if this 1983 d cent is any special as it seems like the reversed side is upside down? Could anyone give me an opinion?

That's normal.
All US coins are struck in that position.

US coins are made in that position, with the reverse upside down compared to the obverse.

It's called "coin alignment" whereas the obverse and reverse oriented the same is called "medal alignment."

If the mirror image of the reverse looks just like you posted (top of obverse at 12:00 and the top of reverse at 6:00, then it is normal for U.S. Coins)
