hello friends I have a doubt with this penny its weight is 2.6 g and it measures 17mm it could be a planchet Foreign?

It's been altered, to make it look like an error. It's Post Strike Damage ( PSD).

The weight and diameter are less than they should be for what looks like a 1974-D cent. The edges suggest filing down or removal of material, otherwise. That, in turn, reduced the diameter and weight. This is all human damage, sorry.

Reduced or worn out I do not know. I see the letters on the edge in reverse

The edges of the rev seem to be rounded over and curved down toward the edge and fairly sharp and flat on the obverse and the bust of Lincoln has been flattened. This is characteristic of a blanking press. If you look at a type 1 blank you will see that same effect. This piece has been punched out of a normal cent.
