Could be a torch, but looks more like the start of drilled holes to me. Either way, this coin is a spender despite the age.

Definitely a drilled hole attempt.Whoever did it was impatient and the drill went through before a round hole was achieved.I have done this myself trying to make a washer.The penny ends up spun up the drill bit and it is easier to start another one than try to carry on with one like this.
