Just a Vise Job. It's not an error, just Post Strike Damage ( PSD).

Probably smashed between two 2 coins and two boards hitting it with a large hammer. The mirrored letters tell me it was transferred from another coin. On a vise job, you would see a lot larger area of design transfer:
1945-Penny-With-Marks
Used two other cents and squeeze all three in a vise. Crank it down.
