Note the area in question doesn't resemble a mint mark punch for that area. 3. The whole date area is showing circulation wear. But that area is even flatter. If it were a RPM, it would probably be close to the same height. 4. There is no spread of a second punch. If it were a RPM, they would need to be a spread that is visible in order for it to be a RPM. The mint being larger, doesn't make a RPM. There need to be a spread. (Lower serif) (West) (West) Note each one is showing a spread area.
