Hey guys I'm wondering about the spots on this coin. They look like plating bubbles on a cent. I've seen this on a few coins. In general will this bring the grade down?

Weird, but no opinion unless you give an image of the obverse also.

If it's as minted it shouldn't bring the grade down but sure does hurt the eye appeal.
