The date has Machine Doubling. Note how the devices are slightly reduced in size and have shelflike doubling. The IGWT area has DDD. The devices appear to be stretched toward the rim.

Also, there's an issue with a old worn out master hub. They replaced the old master hub in 1969.

You should include the date, mintmark, and the denomination in your titles.
