ACE is paying $3 each for AU '83-P quarters and would be very happy to get one like this. I've had offers of $15 for high end AU's refused by dealers.
The wholesale price on BU rolls now is $550 but, of course these are very hard to find and will generally contain "40" very ugly coins (but BU).
These are very tough in true Unc (MS-60) and real Gems are pretty scarce. I've been looking since 1983 and have found no examples I consider Gem. I believe it'sd easier than the '82-P but I've put a lot more effort in the '82 and had better luck as well.
Yours looks like the slightly more common type "c" but is a very nice find. These have gotten quite tough to find nice in circulation the last several years.
I did find a slider near gem '83-D just last year though. In fact it was exactly one year ago today. I just on the spur of the moment got a roll of quarters at the Stracks in St John Indiana.

Time don't fly, it bounds and leaps.
