Ive seen a couple quarters like this but nothing as weird or as prominent. I'm wondering if its just wear from circulation thats effecting the lettering? If more pictures are needed to tell; then ill be happy to upload some from different angles.

Looks like the coin was damaged by vending machines.

Some sort of machine damage.
It didn't leave the mint that way so it is PMD.

Makes sense now that you guys have pointed that out since ive been seeing a few similar but not as worn as this one. Thanks for clearing that up for me and it will be noted for next time.
