It may be a tag used for some industrial purpose, somewhat like a "lockout" tag or electrical meter "lock." Edit to add: Maybe STEFAN or STEPAN, and is that a small "A" above and to the right, so the name is somewhat abbreviated? Web search isn't helping. I received this in a lot of coins from a seller in Pennsylvania that I buy from regularly. Most of the tokens I receive are from Pennsylvania and Delaware. I have also found railroad tokens from the same region in these lots. I wonder if it does have something to do with mining or railroads. Alpha- man you have better eyes that I do, that's pretty good!
