The inscription COL TVRO MET can be found on some coins of Gallienus, but this is not one of them.

The last 6 letters (3 lines of 2) mean "Europe" in Greek. The 12 stars on the back suggest the european union. More information to speculate about...

@oriole, I think you nailed it. The EPPE in stars was an early logo for the European Parliament.
