I found this 1969s penny and the mint mark looks like it is upside down or inverted not sure never saw this before.

Looks more like a contact mark and a Struck Through Grease issue.

So would this penny be worth anything in this condition? Also the rim is off centered.

Check the reverse? If it is centered, then it is what we call a MAD coin. (Mis-Align-Die). If the devices fall over the edge, then they are collectable. If not, then they are spendable. What do I mean by my statement?

Note the devices falling over the edge? There is also a simulation of how the hammer die was out of alignment. Note on the reverse. You will see a weakness if the devices fall over the edge of the coin.

On this one the hammer and anvil dies were opposite. (So the hammer die was the reverse and the anvil die was the obverse, opposite the way it was years ago)

The mint mark is normal. Your coin is only worth face value.
