1974 penny no mint mark would that be a Philadelphia coin

Also looks like doubling on liberty.
I am learning to grade would this be a AU60

Thanks for changing the all caps.

It is a Philly mint coin.
As far as the other two questions, much better pictures are going to be needed,
those are too much out of focus.
Also there is no AU60 grade, it would be AU58 or MS60.

Yes,need better pics. Looks like a minor MAD with Rim Fin, and it looks like a small date.
