Is this just a worn die or an error? The mint mark looks raised to me.

Not an error.
Looks like whomever punched the MM in the working die went a little deep
so it would be a bit higher.

There's a lot of die flow lines, so it would be a worn die issue ( Die Deterioration). The mint mark is also showing die flow line as well, on the left side and on top of it.

The lines on the mint mark and the date are called die striation lines. The edge of the dies devices make contact on that area, leaving these lines.
