Not exactly sure but I would say sometime in the 1970s

1971 most before were just the luck of the strike.

i dont know the exact years but my proofs tend to be non-cameo prior to the 70s and cameo afterward.

After 1982 almost all proofs are cameo.

Of course, they started getting common back around 1972 and a little more common each year.
Time don't fly, it bounds and leaps.

The us mint started making an effort to produce DCAM in 1978 ( I think )

I agree with Cladking and John1. Looking at my proofs, I start to see a cameo with the 1972 coins. My 1978 and newer proofs have an obviously deeper cameo than the prior years.

My experience has been 1973 for the first year when almost all the proofs were commonly cameo.
