I paid $150 for this in an online auction. The pictures may not show that well, but it looks proof like. It has a great cartwheel, but something is off on the obverse. The field in front of the face and behind the head have a bit of something, maybe a film on the surface?

Looks ms64 to me. The two areas in the obverse fields to the left of the chin between stars 3-5 and behind the cap at stars 8-9 seem like impairments to the proof-like surfaces. I see the same in the reverse by star 1 and U in UNITED, TAT in STATES, the word OF, A in AMERICA and star 2. It is always uncertain when trying to ascertain the prooflike designation from pictures.

MS64, not fully PL but does show a bit of PL surfaces mostly on the rev.

Sometimes a coin sitting in a plastic flip can develop a white film. I would try a soak in acetone as it may remove the film.

It came back as MS-63. Still a nice pickup for $150.

Nice one! I was just reading through and I thought it looked MS64 to be honest.

Compare the cheek on the Trueview pic with actual cheek on the OP's pic.

just confirms our thoughts on grading from Trueview. I had it at MS64 originally. I guess they thought there was too many scuffs, abrasions and marks to make the grade. if I saw the trueview I still would have said 64 as trueview makes it look like a 65
