Washington Quarter 1991 Die Crack Error?

Hi All~
Amateur currency collector here, not too familiar with error coins vs. coins damaged in circulation. This quarter looked strange to me front and back...any feedback is greatly appreciated! Thanks a bunch!

Note the bulge on the reverse. That tells me that it is damage on the obverse. Not a mint error. An altered coin after the strike. PSD.

As coop said, PMD (post minting damage) not an error...note the bulge on the reverse.

The coin was not pushed outwards, it could have happened during the strike:
Washington-Quarter-1991-Die-Crack-Error?
But beings it is pushed out on this coin, we know it was done after the strike.
