Looks like it started out as a die crack. But as the die aged, the Die Deterioration is moving towards the rim direction. So it is both, die crack and die wear. (the over used the Wheat cent of the late 1940's and 50's. So you see weird stuff happening on them.

I would go with a die dent. Looks like the die came down on something hard and it imprinted on the die. Could have been a strike through on a prior coin, but sometimes this happens with no planchet in the chamber and you will see a similar raised effect on the reverse in the same spot (bi-facial die dent) where the object also imprinted on the opposing die. Anyway, something to think about.

Note the center of the mint mark? See how small the line is there? On the open fields the die flow towards the rim is stronger. On the enclosed devices the die crack doesn't enlarge because it is contained by the mint mark. If it were die damage, it would also show on the center of the mint mark. Note even the die scratches on that area, are also flowing that direction?
