I check my change for coppers and other change and I typically don't look at 1$ Bill's but I noticed the bad cut on this one then the star caught my eye and I looked it up and found that this might be a rare bill anyone have any idea of its value?

About as close to being an error as you could find without being an error! As a rule, part of the design has to be missing to be considered an error.

I agree with Mr.Frog. Almost an error note.

If you can find one with even a sliver of another note showing, you have something.
An example of the above sentence on a replacement note.

For a non collector is it worth selling or should I just spend it on a lottery ticket and hope it brings me great wealth

If you intend to start collecting paper money than, if it were me, I'd keep it (only a buck out of pocket). If you have no intention of collecting than its a "spender."

- I used to do this years ago and then I'd either sell* trade up or just exchange what I had collected when a show came along (*depending on how rare & whether it was worth my while to sell).
