These are called die scrapes. They are believed to be caused by a miss timing of the ejection arm which causes it to be scraped across the die. The CPG, Fourth Edition, Vol. II, pg. 219 shows pictures of this type die damage, although at the time J. T. Stanton did not know the cause of these marks.
Die scrapes are fairly common on the Lincoln Cent and mostly have a direction of northwest to southeast and are similar in appearance to those seen on other denominational coins.
