What is this straight line above one of the flames of the torch?
It seems to be a worn spot- on a proof coin?

Looks like it could be either a die clash or a planchet defect. Just shows you the kind of crap they'll grade as MS69 for the right people.

A die clash or a planchet defect will not effect the grade of a coin since it was done either prior to or at the time of minting of that coin. Grades are mostly based on defects that are accumulated after the coin is struck. However, the exception is when judging the appearance of the coin, which is part of the grading. The strength of the strike is taken into consideration.
