I think I found an extra cactus leaf quarter, but I'm not sure. Help please.

It might be the angle of light. A higher more centered light would show it better if it is an incuse mark, or a die chip?

Looks correct for a die chip on that area covering the designer initials. If it were an incuse mark the light would reflect on the lower edge of that area. Raised shows the top part like the other raised rocks on the design.

Yes, looks like a (raised) die chip, not post minting damage.
