Well...it also didnt feel like copper either and makes a hollow noise when dropped, I scratched it has a silver color underneath, thoughts?

A very underweight planchet and lighting could play a factor in the "Silver" that you are seeing. Some advice here, never scratch a coin, if it is valuable, scratching it will decrease its value considerably. I have a 52 D that weighs 2.53 gms.

Greaser to start with plus wear are also likely contributing factors. Silver would never tone to this color.

Struck on rolled thin planchet, and enough underweight to give it a premium value, maybe a couple dollars. Then the scratch removed all of the premium. So now worth about 1 cent.

2.98 grams was the minimum tolerance for newly struck U.S. cents in 1954. 1/2 a gram is a lot of weight loss for that level of wear so it was likely underweight to begin with.

No silver coins were that size of course so it's not silver.also check a full weight coin on your scale.

Looks like a thin planchet coin. Note the highest devices are just barely formed because of the lack of thickness of the planchet. Rims are weak.

It was struck on a rolled thin planchet. It would've had a premium above face, maybe a few dollars, but scratch ruins the value.
