Not so sure. Reverse doesn't have the off center look.

That would be quite the MAD.... I think there's a grease issue on the demomination phr ASE

If it was an Off Centre, the reverse would also be off.
With only the Obverse off, it is a MAD.

$10-15 would be normal. A bit more than a similar off center as MADs are more rare this far off. But your photos don't give it much eye appeal even though it looks like a nice enough coin. Also not showing the whole coin heavily detracts, as it isn't even possible to see if the lower bust is still fully on the coin or not. Super find though, as rarely seen so far off.

As said, it is MAD, and considerably more so than is normally seen. I think it is more valuable than a comparable degree off-center coin. The reverse weakness is caused by the misaligned strike to the obverse (not grease). The condition looks good overall, so I would think there is a nice premium considering it was a face-value CRH find.

The value range @tropicalbats gave seems appropriate. Pretty good for a cent!

Extra special find from a roll. I would give it an acetone bath and put it in an Air-Tite capsule. Nice.
