Hard to tell, the mintmark is in very bad condition, so telling if it's an rpm would be tough.

My hunch is no. It looks flattened.

My first thought is Die Deterioration Doubling, but I can't tell without seeing the entire coin.

If the other devices are showing the same movement towards the rims, then it is Die Deterioration.

Looking at variety vista, it seems the only 1980's quarter RPM is 1989-D (Just one)
