I am not a expert on die gouges but those look more like deep scratches, looks more like PMD.

Looks like coin scratches. Raised on the sides, but incuse in the center.
2000-P-Sacagawea-Die-Gouge-Help!!
You can see the cut line on the rim area. If it were a die crack, it would not flow over the rim unless the crack when that far over into the edge of the die. (Then the area would be raised, not incuse)
