If I had to guess, it means that certificate number has been reported as being stolen/used on counterfeit slabs and has been deleted from the NGC database.

Both the slab, and the seller, are highly suspicious.

If you look very carefully at the bottom of the label, you can see where it appears it has been Scotch-taped to the slab's label holder inset...

In addition, the same two bidders have won over 50% of this (low FB) seller's auctions, and they are private feedback bidders...

Seller has also made purchases from lots of coin sellers, as a buyer.

Combined with his low time as a member (<90 days) this thing reeks of a scam.

And you look at every thing he has been selling and it is all low value items, then suddenly three high end silver dollars totaling around $6,000? Feedback of only 23 and only been on ebay since the end of September? Note the third image. The insert appears to NOT be in the slab shell.

Maybe it was a coin someone bought which was in a counterfeit slab that they wanted re-graded. Aside from that, makes no sense to me. Don't like NGC much.

The seller looks like he/she may have at least one other ebay ID:

That ID states the seller is based in Nepal.
