The 1968-1972 cents had a lot of Machine Doubling on them Your coin is showing Machine Doubling.

That's some pretty interesting Machine Doubling. I can't tell if the split notches you are pointing to is a result of shadows due to a lighting issue or the real deal. A better image of the coin at a 90° angle using a single light source would be helpful. The doubling on the Mint Mark is a tale tell sign of MD but it is possible to have both MD and hub doubling on the same coin.
