1982 Quarters. Why should view them as different?

On the 1982 quarter design, the devices are very close to the rim. Why? Because the master hub was widening outwards. When you look at the different years before that year, you can see that the master hub is showing this.

Note on the 1983 quarter how the devices are not as close to the rim? That is because the master hub was replaced with a new one that year. So on the 1982 quarters is just the devices moved to the rim closer all that was affected? I was looking today at some images of that year on PCGS and noticed the devices on this die:

The spreading of the master hub is altering more than just location in relation to the rim. Thus the strange looking devices we see on the motto.

So if this were a doubled die, the devices would all be altered the same (or close to), but they are a lot wider near the rim area. Note how they are pushed in that direction and altered/exaggerated and normal on the devices towards the center. So looking at the bust. Note how the design is fresh? That tells me the die is not a tired die showing die wear. It was altered from the master die. When these dies aged to VLDS, you start to see the devices altered a lot more.

As we check other areas of the 1982 quarters designs, we see some more or less affect on other areas also.

When looking at these two years they may seem the same, but side by side the 1982 design is larger than the 1983 design:

So viewing these quarters is a bit different compared with other years. So we have to take more into consideration on determining what they are. If I find more information, I'll added it as it comes in.

The subject had come up earlier on this years quarters. Even MD went over the rims on these:

Even the reverse had an issue with a Struck Through Grease error, or maybe it was because the obverse die had gone over the edge of the coin, the strike die may have touched the collar preventing the reverse full strike?
